<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id51a6c315-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s1725"><num value="1725">§ 1725.</num><heading> Food Aid Consultative Group</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id51a6c316-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s1725/a"><num value="a" class="bold">(a)</num><heading class="bold"> Establishment</heading><content><p style="-uslm-lc:I11" class="indent0">There is established a Food Aid Consultative Group (hereinafter referred to in this section as the “Group”) that shall meet regularly to review and address issues concerning the effectiveness of the regulations and procedures that govern food assistance programs established and implemented under this subchapter, and the implementation of other provisions of this subchapter that may involve eligible organizations described in <ref href="/us/usc/t7/s1722/d/1">section 1722(d)(1) of this title</ref>.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id51a6c317-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s1725/b"><num value="b" class="bold">(b)</num><heading class="bold"> Membership</heading><chapeau>The Group shall be composed of—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id51a6c318-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s1725/b/1"><num value="1">(1)</num><content> the Administrator;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id51a6c319-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s1725/b/2"><num value="2">(2)</num><content> the Under Secretary of Agriculture for Farm and Foreign Agricultural Services;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id51a6c31a-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s1725/b/3"><num value="3">(3)</num><content> the Inspector General of the Agency for International Development;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id51a6c31b-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s1725/b/4"><num value="4">(4)</num><content> a representative of each private voluntary organization and cooperative participating in a program under this subchapter, or receiving planning assistance funds from the Agency to establish programs under this subchapter;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id51a6c31c-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s1725/b/5"><num value="5">(5)</num><content> representatives from African, Asian and Latin American indigenous non-governmental organizations determined appropriate by the Administrator;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id51a6c31d-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s1725/b/6"><num value="6">(6)</num><content> representatives from agricultural producer groups in the United States;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id51a6c31e-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s1725/b/7"><num value="7">(7)</num><content> representatives from the United States agricultural processing sector involved in providing agricultural commodities for programs under this chapter; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id51a6c31f-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s1725/b/8"><num value="8">(8)</num><content> representatives from the maritime transportation sector involved in transporting agricultural commodities overseas for programs under this chapter.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id51a6c320-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s1725/c"><num value="c" class="bold">(c)</num><heading class="bold"> Chairperson</heading><content><p style="-uslm-lc:I11" class="indent0">The Administrator shall be the chairperson of the Group.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id51a6c321-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s1725/d"><num value="d" class="bold">(d)</num><heading class="bold"> Consultations</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id51a6c322-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s1725/d/1"><num value="1" class="bold">(1)</num><heading class="bold"> Consultation in advance of issuance of implementation regulations, handbooks, and guidelines</heading><content><p style="-uslm-lc:I12" class="indent1">Not later than 45 days before a proposed regulation, handbook, or guideline implementing this subchapter, or a proposed significant revision to a regulation, handbook, or guideline implementing this subchapter, becomes final, the Administrator shall provide the proposal to the Group for review and comment. The Administrator shall consult and, when appropriate (but at least twice per year), meet with the Group regarding such proposed regulations, handbooks, guidelines, or revisions thereto prior to the issuance of such.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id51a6c323-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s1725/d/2"><num value="2" class="bold">(2)</num><heading class="bold"> Consultation regarding food aid quality efforts</heading><content><p style="-uslm-lc:I12" class="indent1">The Administrator shall seek input from and consult with the Group on the implementation of <ref href="/us/usc/t7/s1722/h">section 1722(h) of this title</ref>.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id51a6c324-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s1725/e"><num value="e" class="bold">(e)</num><heading class="bold"> Advisory Committee Act</heading><content><p style="-uslm-lc:I11" class="indent0">The Federal Advisory Committee Act (5 U.S.C. App.) shall not apply to the Group.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id51a6c325-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s1725/f"><num value="f" class="bold">(f)</num><heading class="bold"> Termination</heading><content><p style="-uslm-lc:I11" class="indent0">The Group shall terminate on <date date="2018-12-31">December 31, 2018</date>.</p>
