</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id63cfc33a-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/a/2"><num value="2" class="bold">(2)</num><heading class="bold"> Appropriate committee of Congress</heading><chapeau>The term “appropriate committee of Congress” means—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id63cfc33b-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/a/2/A"><num value="A">(A)</num><content> the Committee on Agriculture, Nutrition, and Forestry of the Senate;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id63cfc33c-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/a/2/B"><num value="B">(B)</num><content> the Committee on Agriculture of the House of Representatives; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id63cfc33d-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/a/2/C"><num value="C">(C)</num><content> the Committee on Foreign Affairs of the House of Representatives.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id63cfc33e-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/a/3"><num value="3" class="bold">(3)</num><heading class="bold"> Eligible commodity</heading><chapeau>The term “eligible commodity” means an agricultural commodity (or the product of an agricultural commodity) that—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id63cfc33f-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/a/3/A"><num value="A">(A)</num><content> is produced in, and procured from, a developing country; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id63cfc340-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/a/3/B"><num value="B">(B)</num><content> at a minimum, meets each nutritional, quality, and labeling standard of the country that receives the agricultural commodity, as determined by the Secretary.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id63cfc341-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/a/4"><num value="4" class="bold">(4)</num><heading class="bold"> Eligible organization</heading><chapeau>The term “eligible organization” means an organization that is—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id63cfc342-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/a/4/A"><num value="A">(A)</num><content> described in <ref href="/us/usc/t7/s1722/d">section 1722(d) of this title</ref>; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id63cfc343-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/a/4/B"><num value="B">(B)</num><content> with respect to nongovernmental organizations, subject to regulations promulgated or guidelines issued to carry out this section, including United States audit requirements that are applicable to nongovernmental organizations.</content>
</subparagraph>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id63cfc344-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/b"><num value="b" class="bold">(b)</num><heading class="bold"> Field-based projects</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id63cfc345-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/b/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">In accordance with paragraph (2), the Secretary shall provide grants to, or enter into cooperative agreements with, eligible organizations to carry out field-based projects that consist of local or regional procurements of eligible commodities to respond to food crises and disasters in accordance with this section.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id63cfc346-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/b/2"><num value="2" class="bold">(2)</num><heading class="bold"> Consultation with Administrator</heading><content><p style="-uslm-lc:I12" class="indent1">In carrying out the development and implementation of field-based projects under paragraph (1), the Secretary shall consult with the Administrator.</p>

</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id63cfc347-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/c"><num value="c" class="bold">(c)</num><heading class="bold"> Procurement</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id63cfc348-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/c/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">Any eligible commodity that is procured for a field-based project carried out under subsection (b) shall be procured through any approach or methodology that the Secretary considers to be an effective approach or methodology to provide adequate information regarding the manner by which to expedite, to the maximum extent practicable, the provision of food aid to affected populations without significantly increasing commodity costs for low-income consumers who procure commodities sourced from the same markets at which the eligible commodity is procured.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id63cfc349-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/c/2"><num value="2" class="bold">(2)</num><heading class="bold"> Requirements</heading><subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id63cfc34a-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/c/2/A"><num value="A" class="bold">(A)</num><heading class="bold"> Impact on local farmers and countries</heading><chapeau>The Secretary shall ensure that the local or regional procurement of any eligible commodity under this section will not have a disruptive impact on farmers located in, or the economy of—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id63cfc34b-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/c/2/A/i"><num value="i">(i)</num><content> the recipient country of the eligible commodity; or</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id63cfc34c-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/c/2/A/ii"><num value="ii">(ii)</num><content> any country in the region in which the eligible commodity may be procured.</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id63cfc34d-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/c/2/B"><num value="B" class="bold">(B)</num><heading class="bold"> Transshipment</heading><chapeau>The Secretary shall, in accordance with such terms and conditions as the Secretary considers to be appropriate, require from each eligible organization commitments designed to prevent or restrict—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id63cfc34e-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/c/2/B/i"><num value="i">(i)</num><content> the resale or transshipment of any eligible commodity procured under this section to any country other than the recipient country; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id63cfc34f-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/c/2/B/ii"><num value="ii">(ii)</num><content> the use of the eligible commodity for any purpose other than food aid.</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id63cfc350-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/c/2/C"><num value="C" class="bold">(C)</num><heading class="bold"> World prices</heading><clause style="-uslm-lc:I77" class="indent5 firstIndent-2" id="id63cfc351-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/c/2/C/i"><num value="i" class="bold">(i)</num><heading class="bold"> In general</heading><chapeau>In carrying out this section, the Secretary shall take any precaution that the Secretary considers to be reasonable to ensure that the procurement of eligible commodities will not unduly disrupt—</chapeau><subclause style="-uslm-lc:I16" class="indent4" id="id63cfc352-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/c/2/C/i/I"><num value="I">(I)</num><content> world prices for agricultural commodities; or</content>
</subclause>
<subclause style="-uslm-lc:I16" class="indent4" id="id63cfc353-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/c/2/C/i/II"><num value="II">(II)</num><content> normal patterns of commercial trade with foreign countries.</content>
</subclause>
</clause>
<clause style="-uslm-lc:I77" class="indent5 firstIndent-2" id="id63cfc354-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/c/2/C/ii"><num value="ii" class="bold">(ii)</num><heading class="bold"> Procurement price</heading><content><p style="-uslm-lc:I14" class="indent3">The procurement of any eligible commodity shall be made at a reasonable market price with respect to the economy of the country in which the eligible commodity is procured, as determined by the Secretary.</p>

</subparagraph>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id63cfc355-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/d"><num value="d" class="bold">(d)</num><heading class="bold"> Field-based project grants or cooperative agreements</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id63cfc356-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/d/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary shall award grants to, or enter into cooperative agreements with, eligible organizations to carry out field-based projects.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id63cfc357-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/d/2"><num value="2" class="bold">(2)</num><heading class="bold"> Requirements of eligible organizations</heading><subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id63cfc358-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/d/2/A"><num value="A" class="bold">(A)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I13" class="indent2">To be eligible to receive a grant from, or enter into a cooperative agreement with, the Secretary under this subsection, an eligible organization shall submit to the Secretary an application by such date, in such manner, and containing such information as the Secretary may require.</p>
</content>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id63cfc359-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/d/2/B"><num value="B" class="bold">(B)</num><heading class="bold"> Other applicable requirements</heading><content><p style="-uslm-lc:I13" class="indent2">Any other applicable requirement relating to the submission of proposals for consideration shall apply to the submission of an application required under subparagraph (A), as determined by the Secretary.</p>

</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id63cfc35a-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/d/3"><num value="3" class="bold">(3)</num><heading class="bold"> Requirements of Secretary</heading><subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id63cfc35b-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/d/3/A"><num value="A" class="bold">(A)</num><heading class="bold"> Project diversity</heading><clause style="-uslm-lc:I77" class="indent5 firstIndent-2" id="id63cfc35c-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/d/3/A/i"><num value="i" class="bold">(i)</num><heading class="bold"> In general</heading><chapeau>Subject to clause (ii) and subparagraph (B), in selecting proposals for field-based projects to fund under this section, the Secretary shall select a diversity of projects, including projects located in—</chapeau><subclause style="-uslm-lc:I16" class="indent4" id="id63cfc35d-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/d/3/A/i/I"><num value="I">(I)</num><content> food surplus regions;</content>
</subclause>
<subclause style="-uslm-lc:I16" class="indent4" id="id63cfc35e-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/d/3/A/i/II"><num value="II">(II)</num><content> food deficit regions (that are carried out using regional procurement methods); and</content>
</subclause>
<subclause style="-uslm-lc:I16" class="indent4" id="id63cfc35f-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/d/3/A/i/III"><num value="III">(III)</num><content> multiple geographical regions.</content>
</subclause>

<clause style="-uslm-lc:I77" class="indent5 firstIndent-2" id="id63cfc360-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/d/3/A/ii"><num value="ii" class="bold">(ii)</num><heading class="bold"> Priority</heading><chapeau>In selecting proposals for field-based projects under clause (i), the Secretary shall ensure that the majority of selected proposals are for field-based projects that—</chapeau><subclause style="-uslm-lc:I16" class="indent4" id="id63cfc361-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/d/3/A/ii/I"><num value="I">(I)</num><content> are located in Africa; and</content>
</subclause>
<subclause style="-uslm-lc:I16" class="indent4" id="id63cfc362-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/d/3/A/ii/II"><num value="II">(II)</num><content> procure eligible commodities that are produced in Africa.</content>
</subclause>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id63cfc363-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/d/3/B"><num value="B" class="bold">(B)</num><heading class="bold"> Development assistance</heading><content><p style="-uslm-lc:I13" class="indent2">A portion of the funds provided under this subsection shall be made available for field-based projects that provide development assistance for a period of not less than 1 year.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id63cfc364-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/e"><num value="e" class="bold">(e)</num><heading class="bold"> Funding</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id63cfc365-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/e/1"><num value="1" class="bold">(1)</num><heading class="bold"> Authorization of appropriations</heading><content><p style="-uslm-lc:I12" class="indent1">There is authorized to be appropriated to carry out this section $80,000,000 for each of fiscal years 2014 through 2018.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id63cfc366-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/e/2"><num value="2" class="bold">(2)</num><heading class="bold"> Preference</heading><content><p style="-uslm-lc:I12" class="indent1">In carrying out this section, the Secretary may give a preference to eligible organizations that have, or are working toward, projects under the McGovern-Dole International Food for Education and Child Nutrition Program established under section 1736<i>o</i>–1 of this title.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id63cfc367-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/e/3"><num value="3" class="bold">(3)</num><heading class="bold"> Reporting</heading><chapeau>Each year, the Secretary shall submit to the appropriate committees of Congress a report that describes the use of funds under this section, including—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id63cfc368-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/e/3/A"><num value="A">(A)</num><chapeau> the impact of procurements and projects on—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id63cfc369-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/e/3/A/i"><num value="i">(i)</num><content> local and regional agricultural producers; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id63cfc36a-5fdd-11e6-a4d4-80a1969efdea" identifier="/us/usc/t7/s1726c/e/3/A/ii"><num value="ii">(ii)</num><content> markets and consumers, including low-income consumers; and</content>
