<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="ide01cefa5-7a5c-11e4-980b-989095636810" identifier="/us/usc/t7/s1748"><num value="1748">§ 1748.</num><heading> Annual reports by agricultural attachés</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="ide01cefa6-7a5c-11e4-980b-989095636810" identifier="/us/usc/t7/s1748/a"><num value="a" class="bold">(a)</num><heading class="bold"> In general</heading><chapeau>The Secretary shall require appropriate officers and employees of the Department of Agriculture, including those stationed in foreign countries, to prepare and submit annually to the Secretary detailed reports that—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="ide01cefa7-7a5c-11e4-980b-989095636810" identifier="/us/usc/t7/s1748/a/1"><num value="1">(1)</num><chapeau> document the nature and extent of—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="ide01cefa8-7a5c-11e4-980b-989095636810" identifier="/us/usc/t7/s1748/a/1/A"><num value="A">(A)</num><content> programs in such countries that provide direct or indirect government support for the export of agricultural commodities and the products thereof;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="ide01cefa9-7a5c-11e4-980b-989095636810" identifier="/us/usc/t7/s1748/a/1/B"><num value="B">(B)</num><content> other trade practices that may impede the entry of United States agricultural commodities and the products thereof into such countries; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="ide01cefaa-7a5c-11e4-980b-989095636810" identifier="/us/usc/t7/s1748/a/1/C"><num value="C">(C)</num><content> where practicable, the average prices and costs of production in such countries for like commodities exported from the United States to such countries; and</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="ide01cefab-7a5c-11e4-980b-989095636810" identifier="/us/usc/t7/s1748/a/2"><num value="2">(2)</num><content> identify opportunities for the export of United States agricultural commodities and the products thereof to such countries.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="ide01cefac-7a5c-11e4-980b-989095636810" identifier="/us/usc/t7/s1748/b"><num value="b" class="bold">(b)</num><heading class="bold"> Duties</heading><chapeau>The Secretary shall—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="ide01cefad-7a5c-11e4-980b-989095636810" identifier="/us/usc/t7/s1748/b/1"><num value="1">(1)</num><chapeau> annually compile the information contained in reports prepared under subsection (a)—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="ide01cefae-7a5c-11e4-980b-989095636810" identifier="/us/usc/t7/s1748/b/1/A"><num value="A">(A)</num><content> on a country by country basis; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="ide01cefaf-7a5c-11e4-980b-989095636810" identifier="/us/usc/t7/s1748/b/1/B"><num value="B">(B)</num><content> on a commodity by commodity basis for exports of United States agricultural commodities, as determined appropriate by the Secretary, the export of which is hampered by an unfair trade practice. Where practicable, the report shall include a comparison of the average prices and costs of production for such commodities in the United States and in the importing countries for the previous crop year;</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="ide01cefb0-7a5c-11e4-980b-989095636810" identifier="/us/usc/t7/s1748/b/2"><num value="2">(2)</num><content> in consultation with the agricultural technical advisory committees established under <ref href="/us/usc/t19/s2155/c">section 2155(c) of title 19</ref>, include in the compilation a priority ranking of those trade barriers identified in subsection (a) by commodity group;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="ide01cefb1-7a5c-11e4-980b-989095636810" identifier="/us/usc/t7/s1748/b/3"><num value="3">(3)</num><content> include in the compilation a list of actions undertaken to reduce or eliminate such trade barriers; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="ide01cefb2-7a5c-11e4-980b-989095636810" identifier="/us/usc/t7/s1748/b/4"><num value="4">(4)</num><content> not later than January 15 of each year, make the compilation available to Congress, the agricultural policy advisory committee, and other interested parties.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="ide01cefb3-7a5c-11e4-980b-989095636810" identifier="/us/usc/t7/s1748/c"><num value="c" class="bold">(c)</num><heading class="bold"> Meeting</heading><chapeau>The Secretary and the United States Trade Representative shall convene a meeting, at least once each year, of the Agricultural Policy Advisory Committee and the agricultural technical advisory committees to develop specific recommendations for actions to be taken by the Federal Government and private industry to—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="ide01cefb4-7a5c-11e4-980b-989095636810" identifier="/us/usc/t7/s1748/c/1"><num value="1">(1)</num><content> reduce or eliminate trade barriers or distortions identified in the annual reports required to be submitted under subsections (a) and (b); and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="ide01cefb5-7a5c-11e4-980b-989095636810" identifier="/us/usc/t7/s1748/c/2"><num value="2">(2)</num><content> expand United States agricultural export opportunities identified in such annual reports.</content>
