L. 115–334, title VI, § 6409, Dec. 20, 2018, 132 Stat. 4761.)","seq_in_title":1314,"parent_identifier":"/us/usc/t7/ch50/schI","ancestors":[{"identifier":"/us/usc/t7","level":"title","num":"Title 7—","heading":"AGRICULTURE","status":null,"is_section":false},{"identifier":"/us/usc/t7/ch50","level":"chapter","num":"CHAPTER 50—","heading":"AGRICULTURAL CREDIT","status":null,"is_section":false},{"identifier":"/us/usc/t7/ch50/schI","level":"subchapter","num":"SUBCHAPTER I—","heading":"REAL ESTATE LOANS","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"id07cd5a04-8c63-11e9-b85c-f2648b4e4a41\" identifier=\"/us/usc/t7/s1926e\"><num value=\"1926e\">§ 1926e.</num><heading> Rural decentralized water systems</heading><subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id07cd5a05-8c63-11e9-b85c-f2648b4e4a41\" identifier=\"/us/usc/t7/s1926e/a\"><num value=\"a\" class=\"bold\">(a)</num><heading class=\"bold\"> Definition of eligible individual</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">In this section, the term “eligible individual” means an individual who is a member of a household the members of which have a combined income (for the most recent 12-month period for which the information is available) that is not more than 60 percent of the median nonmetropolitan household income for the State or territory in which the individual resides, according to the most recent decennial census of the United States.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id07cd5a06-8c63-11e9-b85c-f2648b4e4a41\" identifier=\"/us/usc/t7/s1926e/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Grants</heading><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id07cd5a07-8c63-11e9-b85c-f2648b4e4a41\" identifier=\"/us/usc/t7/s1926e/b/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> In general</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The Secretary may make grants to private nonprofit organizations for the purpose of providing loans and subgrants to eligible individuals for the construction, refurbishing, and servicing of individual household water well systems and individually owned household decentralized wastewater systems in rural areas that are or will be owned by the eligible individuals.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id07cd8118-8c63-11e9-b85c-f2648b4e4a41\" identifier=\"/us/usc/t7/s1926e/b/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Terms and amounts</heading><subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"id07cd8119-8c63-11e9-b85c-f2648b4e4a41\" identifier=\"/us/usc/t7/s1926e/b/2/A\"><num value=\"A\" class=\"bold\">(A)</num><heading class=\"bold\"> Terms of loans</heading><chapeau>A loan made with grant funds under this section—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id07cd811a-8c63-11e9-b85c-f2648b4e4a41\" identifier=\"/us/usc/t7/s1926e/b/2/A/i\"><num value=\"i\">(i)</num><content> shall have an interest rate of 1 percent; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id07cd811b-8c63-11e9-b85c-f2648b4e4a41\" identifier=\"/us/usc/t7/s1926e/b/2/A/ii\"><num value=\"ii\">(ii)</num><content> shall have a term not to exceed 20 years.</content>\n</clause>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"id07cd811c-8c63-11e9-b85c-f2648b4e4a41\" identifier=\"/us/usc/t7/s1926e/b/2/B\"><num value=\"B\" class=\"bold\">(B)</num><heading class=\"bold\"> Amounts</heading><content><p style=\"-uslm-lc:I13\" class=\"indent2\">A loan or subgrant made with grant funds under this section shall not exceed $15,000 for each water well system or decentralized wastewater system described in paragraph (1).</p>\n</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id07cd811d-8c63-11e9-b85c-f2648b4e4a41\" identifier=\"/us/usc/t7/s1926e/b/3\"><num value=\"3\" class=\"bold\">(3)</num><heading class=\"bold\"> Administrative expenses</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">A recipient of a grant made under this section may use grant funds to pay administrative expenses associated with providing the assistance described in paragraph (1), as determined by the Secretary.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id07cd811e-8c63-11e9-b85c-f2648b4e4a41\" identifier=\"/us/usc/t7/s1926e/b/4\"><num value=\"4\" class=\"bold\">(4)</num><heading class=\"bold\"> Ground well water contamination</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">In the event of ground well water contamination, the Secretary shall allow a loan or subgrant to be made with grant funds under this section for the installation of water treatment where needed beyond the point of entry, with or without the installation of a new water well system.</p>\n</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id07cd811f-8c63-11e9-b85c-f2648b4e4a41\" identifier=\"/us/usc/t7/s1926e/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Priority in awarding grants</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">In awarding grants under this section, the Secretary shall give priority to an applicant that has substantial expertise and experience in promoting the safe and effective use of individually owned household water well systems, individually owned household decentralized wastewater systems, and ground water.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id07cd8120-8c63-11e9-b85c-f2648b4e4a41\" identifier=\"/us/usc/t7/s1926e/d\"><num value=\"d\" class=\"bold\">(d)</num><heading class=\"bold\"> Authorization of appropriations</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">There is authorized to be appropriated to carry out this section $20,000,000 for each of fiscal years 2019 through 2023.</p>\n</content>\n</subsection>\n<sourceCredit id=\"id07cd8121-8c63-11e9-b85c-f2648b4e4a41\">(<ref href=\"/us/pl/87/128/tIII/s306E\">Pub.
