<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id6af988a6-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s3155"><num value="3155">§ 3155.</num><heading> Agricultural and food policy research centers</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id6af988a7-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s3155/a"><num value="a" class="bold">(a)</num><heading class="bold"> In general</heading><chapeau>Consistent with this section, the Secretary shall, acting through the Office of the Chief Economist, make competitive grants to, or enter into cooperative agreements with, policy research centers described in subsection (b) to conduct research and education programs that are objective, operationally independent, and external to the Federal Government and that concern the effect of public policies and trade agreements on—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id6af988a8-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s3155/a/1"><num value="1">(1)</num><content> the farm and agricultural sectors (including commodities, livestock, dairy, and specialty crops);</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6af988a9-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s3155/a/2"><num value="2">(2)</num><content> the environment;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6af988aa-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s3155/a/3"><num value="3">(3)</num><content> rural families, households, and economies; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6af988ab-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s3155/a/4"><num value="4">(4)</num><content> consumers, food, and nutrition.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id6af988ac-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s3155/b"><num value="b" class="bold">(b)</num><heading class="bold"> Eligible recipients</heading><chapeau>An entity eligible to apply for funding under subsection (a) is a State agricultural experiment station, college or university, or other public research institution or organization that has a history of providing—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id6af988ad-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s3155/b/1"><num value="1">(1)</num><content> unbiased, nonpartisan economic analysis to Congress on the areas specified in paragraphs (1) through (4) of subsection (a); or</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6af988ae-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s3155/b/2"><num value="2">(2)</num><content> objective, scientific information to Federal agencies and the public to support and enhance efficient, accurate implementation of Federal drought preparedness and drought response programs, including interagency thresholds used to determine eligibility for mitigation or emergency assistance.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id6af988af-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s3155/c"><num value="c" class="bold">(c)</num><heading class="bold"> Preference</heading><chapeau>In making awards under this section, the Secretary shall give a preference to policy research centers that have—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id6af988b0-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s3155/c/1"><num value="1">(1)</num><content> extensive databases, models, and demonstrated experience in providing Congress with agricultural market projections, rural development analysis, agricultural policy analysis, and baseline projections at the farm, multiregional, national, and international levels; or</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6af988b1-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s3155/c/2"><num value="2">(2)</num><content> information, analysis, and research relating to drought mitigation.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id6af988b2-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s3155/d"><num value="d" class="bold">(d)</num><heading class="bold"> Activities</heading><chapeau>Under this section, funding may be provided for disciplinary and interdisciplinary research and education concerning policy research activities consistent with this section, including activities that—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id6af988b3-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s3155/d/1"><num value="1">(1)</num><content> quantify the implications of public policies and regulations;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6af988b4-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s3155/d/2"><num value="2">(2)</num><content> develop theoretical and applied research methods;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6af988b5-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s3155/d/3"><num value="3">(3)</num><content> collect, analyze, and disseminate data for policymakers, analysts, and individuals; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6af988b6-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s3155/d/4"><num value="4">(4)</num><content> develop programs to train analysts.</content>
