<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idfe342cb2-667b-11e4-89f0-c85f3b491b0a" identifier="/us/usc/t7/s428c"><num value="428c">§ 428c.</num><heading> Rice research</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idfe342cb3-667b-11e4-89f0-c85f3b491b0a" identifier="/us/usc/t7/s428c/a"><num value="a" class="bold">(a)</num><heading class="bold"> Regional and national research programs; rules; purposes</heading><chapeau>The Secretary of Agriculture may, under rules prescribed by such Secretary, carry out regional and national research programs with regard to rice for the following purposes:</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idfe342cb4-667b-11e4-89f0-c85f3b491b0a" identifier="/us/usc/t7/s428c/a/1"><num value="1">(1)</num><content> to reduce fertilizer and herbicide usage in excess of production needs;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idfe342cb5-667b-11e4-89f0-c85f3b491b0a" identifier="/us/usc/t7/s428c/a/2"><num value="2">(2)</num><content> to develop varieties of rice more susceptible to complete fertilizer utilization;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idfe342cb6-667b-11e4-89f0-c85f3b491b0a" identifier="/us/usc/t7/s428c/a/3"><num value="3">(3)</num><content> to improve the resistance of rice plants to disease and to enhance their conservation and environmental qualities;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idfe342cb7-667b-11e4-89f0-c85f3b491b0a" identifier="/us/usc/t7/s428c/a/4"><num value="4">(4)</num><content> to increase the usage of rice and its processing byproducts;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idfe342cb8-667b-11e4-89f0-c85f3b491b0a" identifier="/us/usc/t7/s428c/a/5"><num value="5">(5)</num><content> to develop better husbandry practices in production and conservation of rice;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idfe342cb9-667b-11e4-89f0-c85f3b491b0a" identifier="/us/usc/t7/s428c/a/6"><num value="6">(6)</num><content> to develop more efficient rice storage practices;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idfe342cba-667b-11e4-89f0-c85f3b491b0a" identifier="/us/usc/t7/s428c/a/7"><num value="7">(7)</num><content> to improve domestic and international marketing of rice; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idfe342cbb-667b-11e4-89f0-c85f3b491b0a" identifier="/us/usc/t7/s428c/a/8"><num value="8">(8)</num><content> to benefit the general welfare.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idfe342cbc-667b-11e4-89f0-c85f3b491b0a" identifier="/us/usc/t7/s428c/b"><num value="b" class="bold">(b)</num><heading class="bold"> Utilization of services of Federal, State, local governmental and private agencies; priority consideration</heading><content><p style="-uslm-lc:I11" class="indent0">The Secretary shall, in implementing the program authorized in subsection (a), utilize the technical and related services of appropriate Federal, State, local governmental, and private agencies, with priority consideration for land grant universities, State experiment stations, and other agricultural institutions of higher learning.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idfe342cbd-667b-11e4-89f0-c85f3b491b0a" identifier="/us/usc/t7/s428c/c"><num value="c" class="bold">(c)</num><heading class="bold"> Authorization of appropriations; use restriction</heading><content><p style="-uslm-lc:I11" class="indent0">There is authorized to be appropriated not more than $1,000,000 for the period ending <date date="1976-09-30">September 30, 1976</date>, to carry out the provisions of this section. No funds authorized by this section shall be used for advertising or promotional activities.</p>
