In the case of sugar beets and sugarcane, the taxes provided by this chapter shall cease to be in effect, and the powers vested in the President or in the Secretary of Agriculture shall terminate on <date date=\"1937-12-31\">December 31, 1937</date> unless this chapter ceases to be in effect at an earlier date, as hereinabove provided.
