<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id35ef4239-7fa0-11ec-94a7-ad9af92efa12" identifier="/us/usc/t7/s6201"><num value="6201">§ 6201.</num><heading> Findings, purposes, and limitations</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id35ef423a-7fa0-11ec-94a7-ad9af92efa12" identifier="/us/usc/t7/s6201/a"><num value="a" class="bold">(a)</num><heading class="bold"> Findings</heading><chapeau style="-uslm-lc:I11" class="indent0">Congress finds that—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id35ef423b-7fa0-11ec-94a7-ad9af92efa12" identifier="/us/usc/t7/s6201/a/1"><num value="1">(1)</num><content> domestically produced limes are grown by many individual producers;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id35ef423c-7fa0-11ec-94a7-ad9af92efa12" identifier="/us/usc/t7/s6201/a/2"><num value="2">(2)</num><content> virtually all domestically produced limes are grown in the States of Florida and California;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id35ef423d-7fa0-11ec-94a7-ad9af92efa12" identifier="/us/usc/t7/s6201/a/3"><num value="3">(3)</num><content> limes move in interstate and foreign commerce, and limes that do not move in such channels of commerce directly burden or affect interstate commerce in limes;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id35ef423e-7fa0-11ec-94a7-ad9af92efa12" identifier="/us/usc/t7/s6201/a/4"><num value="4">(4)</num><content> in recent years, large quantities of limes have been imported into the United States;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id35ef423f-7fa0-11ec-94a7-ad9af92efa12" identifier="/us/usc/t7/s6201/a/5"><num value="5">(5)</num><content> the maintenance and expansion of existing domestic and foreign markets for limes and the development of additional and improved markets for limes are vital to the welfare of lime producers and other persons concerned with producing, marketing, or processing limes;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id35ef4240-7fa0-11ec-94a7-ad9af92efa12" identifier="/us/usc/t7/s6201/a/6"><num value="6">(6)</num><content> a coordinated program of research, promotion, and consumer information regarding limes is necessary for the maintenance and development of such markets; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id35ef4241-7fa0-11ec-94a7-ad9af92efa12" identifier="/us/usc/t7/s6201/a/7"><num value="7">(7)</num><content> lime producers, lime producer-handlers, lime handlers, and lime importers are unable to implement and finance such a program without cooperative action.</content>
</paragraph>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id35ef4242-7fa0-11ec-94a7-ad9af92efa12" identifier="/us/usc/t7/s6201/b"><num value="b" class="bold">(b)</num><heading class="bold"> Purposes</heading><chapeau style="-uslm-lc:I11" class="indent0">The purposes of this chapter are—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id35ef4243-7fa0-11ec-94a7-ad9af92efa12" identifier="/us/usc/t7/s6201/b/1"><num value="1">(1)</num><chapeau> to authorize the establishment of an orderly procedure for the development and financing (through an adequate assessment) of an effective and coordinated program of research, promotion, and consumer information regarding limes designed—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id35ef4244-7fa0-11ec-94a7-ad9af92efa12" identifier="/us/usc/t7/s6201/b/1/A"><num value="A">(A)</num><content> to strengthen the position of the lime industry in domestic and foreign markets, and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id35ef4245-7fa0-11ec-94a7-ad9af92efa12" identifier="/us/usc/t7/s6201/b/1/B"><num value="B">(B)</num><content> to maintain, develop, and expand markets for limes; and</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id35ef4246-7fa0-11ec-94a7-ad9af92efa12" identifier="/us/usc/t7/s6201/b/2"><num value="2">(2)</num><content> to treat domestically produced and imported limes equitably.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id35ef4247-7fa0-11ec-94a7-ad9af92efa12" identifier="/us/usc/t7/s6201/c"><num value="c" class="bold">(c)</num><heading class="bold"> Limitations</heading><content><p style="-uslm-lc:I11" class="indent0">Nothing in this chapter shall be construed to require quality standards for limes, control the production of limes, or otherwise limit the right of the individual producers to produce limes.</p>

<paragraph style="-uslm-lc:I22" class="indent1"><num value="3">“(3)</num><content> Although the intent of such Act was to cover seedless limes, the definition of the term ‘lime’ in section 1953(6) of such Act [<ref href="/us/usc/t7/s6202/6">7 U.S.C. 6202(6)</ref>] applies to seeded limes. Therefore, the Act and the order need to be revised before a research, promotion, and consumer information program on seedless limes can go into effect.</content>

<paragraph style="-uslm-lc:I22" class="indent1"><num value="4">“(4)</num><content> Since the enactment of the Lime Research, Promotion, and Consumer Information Act of 1990, the United States production of fresh market limes has plummeted and the volume of imports has risen dramatically. The drop in United States production is primarily due to damage to lime orchards in the State of Florida by Hurricane Andrew in August 1992. United States production is not expected to reach pre-Hurricane Andrew levels for possibly two to three years because a majority of the United States production of limes is in Florida.</content>

<subsection style="-uslm-lc:I21" class="indent0"><num value="b">“(b)</num><heading> <inline class="small-caps">Purposes</inline>.—</heading><chapeau>The purpose of this Act [see Short Title of 1993 Amendment note above] is—</chapeau><paragraph style="-uslm-lc:I22" class="indent1"><num value="1">“(1)</num><content> to revise the definition of the term ‘lime’ in order to cover seedless and not seeded limes;</content>
</paragraph>
<paragraph style="-uslm-lc:I22" class="indent1"><num value="2">“(2)</num><content> to increase the exemption level;</content>
</paragraph>
<paragraph style="-uslm-lc:I22" class="indent1"><num value="3">“(3)</num><content> to delay the initial referendum date; and</content>

<paragraph style="-uslm-lc:I22" class="indent1"><num value="4">“(4)</num><content> to alter the composition of the Lime Board.”</content>
