<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id6b4f4a37-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/a/2"><num value="2" class="bold">(2)</num><heading class="bold"> Initiative</heading><content><p style="-uslm-lc:I12" class="indent1">The term “Initiative” means the specialty crop research and extension initiative established by subsection (b).</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id6b4f4a38-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/a/3"><num value="3" class="bold">(3)</num><heading class="bold"> Specialty crop</heading><content><p style="-uslm-lc:I12" class="indent1">The term “specialty crop” has the meaning given that term in section 3 of the Specialty Crops Competitiveness Act of 2004 (<ref href="/us/usc/t7/s1621">7 U.S.C. 1621</ref> note; <ref href="/us/pl/108/465">Public Law 108–465</ref>).</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id6b4f4a39-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/a/4"><num value="4" class="bold">(4)</num><heading class="bold"> Specialty crops committee</heading><content><p style="-uslm-lc:I12" class="indent1">The term “specialty crops committee” means the committee established under <ref href="/us/usc/t7/s3123a">section 3123a of this title</ref>.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id6b4f4a3a-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/b"><num value="b" class="bold">(b)</num><heading class="bold"> Establishment</heading><chapeau>There is established within the Department a specialty crop research and extension initiative to address the critical needs of the specialty crop industry by developing and disseminating science-based tools to address needs of specific crops and their regions, including—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id6b4f4a3b-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/b/1"><num value="1">(1)</num><chapeau> research in plant breeding, genetics, genomics, and other methods to improve crop characteristics, such as—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id6b4f4a3c-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/b/1/A"><num value="A">(A)</num><content> product, taste, quality, and appearance;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id6b4f4a3d-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/b/1/B"><num value="B">(B)</num><content> environmental responses and tolerances;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id6b4f4a3e-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/b/1/C"><num value="C">(C)</num><content> nutrient management, including plant nutrient uptake efficiency;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id6b4f4a3f-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/b/1/D"><num value="D">(D)</num><content> pest and disease management, including resistance to pests and diseases resulting in reduced application management strategies; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id6b4f4a40-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/b/1/E"><num value="E">(E)</num><content> enhanced phytonutrient content;</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6b4f4a41-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/b/2"><num value="2">(2)</num><content> efforts to identify and address threats from pests and diseases, including threats to specialty crop pollinators;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6b4f4a42-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/b/3"><num value="3">(3)</num><content> efforts to improve production efficiency, handling and processing, productivity, and profitability over the long term (including specialty crop policy and marketing);</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6b4f4a43-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/b/4"><num value="4">(4)</num><content> new innovations and technology, including improved mechanization and technologies that delay or inhibit ripening; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6b4f4a44-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/b/5"><num value="5">(5)</num><content> methods to prevent, detect, monitor, control, and respond to potential food safety hazards in the production and processing of specialty crops, including fresh produce.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id6b4f4a45-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/c"><num value="c" class="bold">(c)</num><heading class="bold"> Eligible entities</heading><chapeau>The Secretary may carry out this section through—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id6b4f4a46-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/c/1"><num value="1">(1)</num><content> Federal agencies;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6b4f4a47-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/c/2"><num value="2">(2)</num><content> national laboratories;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6b4f4a48-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/c/3"><num value="3">(3)</num><content> colleges and universities;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6b4f4a49-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/c/4"><num value="4">(4)</num><content> research institutions and organizations;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6b4f4a4a-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/c/5"><num value="5">(5)</num><content> private organizations or corporations;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6b4f4a4b-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/c/6"><num value="6">(6)</num><content> State agricultural experiment stations;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6b4f4a4c-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/c/7"><num value="7">(7)</num><content> individuals; or</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6b4f4a4d-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/c/8"><num value="8">(8)</num><content> groups consisting of 2 or more entities described in paragraphs (1) through (7).</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id6b4f4a4e-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/d"><num value="d" class="bold">(d)</num><heading class="bold"> Review of proposals</heading><chapeau>In carrying out this section, the Secretary shall award competitive grants on the basis of—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id6b4f4a4f-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/d/1"><num value="1">(1)</num><content> a scientific peer review conducted by a panel of subject matter experts from Federal agencies, non-Federal entities, and the specialty crop industry; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6b4f4a50-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/d/2"><num value="2">(2)</num><content> a review and ranking for merit, relevance, and impact conducted by a panel of specialty crop industry representatives for the specific specialty crop.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id6b4f4a51-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/e"><num value="e" class="bold">(e)</num><heading class="bold"> Consultation</heading><chapeau>Each fiscal year, before conducting the scientific peer review described in paragraph (1) of subsection (d) and the merit and relevancy review described in paragraph (2) of such subsection, the Secretary shall consult with the specialty crops committee regarding such reviews. The committee shall provide the Secretary—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id6b4f4a52-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/e/1"><num value="1">(1)</num><content> in the first fiscal year in which that consultation occurs, any recommendations for conducting such reviews in such fiscal year; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6b4f4a53-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/e/2"><num value="2">(2)</num><chapeau> in any subsequent fiscal year in which such consultation occurs—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id6b4f4a54-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/e/2/A"><num value="A">(A)</num><content> an assessment of the procedures and objectives used by the Secretary for such reviews in the previous fiscal year;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id6b4f4a55-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/e/2/B"><num value="B">(B)</num><content> any recommendations for such reviews for the current fiscal year; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id6b4f4a56-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/e/2/C"><num value="C">(C)</num><content> any comments on grants awarded under subsection (d) during the previous fiscal year.</content>
</subparagraph>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id6b4f4a57-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/f"><num value="f" class="bold">(f)</num><heading class="bold"> Report</heading><chapeau>The Secretary shall submit to the Committee on Agriculture of the House of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate a report on—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id6b4f4a58-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/f/1"><num value="1">(1)</num><content> the results of the consultations with the specialty crops committee (and subcommittees thereof) conducted under subsection (e) of this section and subsection (g) of <ref href="/us/usc/t7/s3123a">section 3123a of this title</ref>;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6b4f4a59-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/f/2"><num value="2">(2)</num><content> the specialty crops committee’s (and subcommittees thereof) recommendations, if any, provided to the Secretary during such consultations; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6b4f4a5a-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/f/3"><num value="3">(3)</num><content> the specialty crops committee’s (and subcommittees thereof) review of the grants awarded under subsection (d) and (j), as applicable, in the previous fiscal year.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id6b4f4a5b-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/g"><num value="g" class="bold">(g)</num><heading class="bold"> Administration</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id6b4f4a5c-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/g/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">With respect to grants awarded under this section, the Secretary shall seek and accept proposals for grants.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id6b4f4a5d-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/g/2"><num value="2" class="bold">(2)</num><heading class="bold"> Term</heading><content><p style="-uslm-lc:I12" class="indent1">The term of a grant under this section may not exceed 10 years.</p>

</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id6b4f4a5e-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/g/3"><num value="3" class="bold">(3)</num><heading class="bold"> Other conditions</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary may set such other conditions on the award of a grant under the Initiative as the Secretary determines to be appropriate.</p>

</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id6b4f4a5f-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/h"><num value="h" class="bold">(h)</num><heading class="bold"> Priorities</heading><chapeau>In making grants under the Initiative, the Secretary shall provide a higher priority to projects that—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id6b4f4a60-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/h/1"><num value="1">(1)</num><content> are multistate, multi-institutional, or multidisciplinary; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6b4f4a61-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/h/2"><num value="2">(2)</num><content> include explicit mechanisms to communicate results to producers and the public.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id6b4f4a62-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/i"><num value="i" class="bold">(i)</num><heading class="bold"> Buildings and facilities</heading><content><p style="-uslm-lc:I11" class="indent0">Funds made available under this section shall not be used for the construction of a new building or facility or the acquisition, expansion, remodeling, or alteration of an existing building or facility (including site grading and improvement, and architect fees).</p>
</content>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id6b4f4a63-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/j"><num value="j" class="bold">(j)</num><heading class="bold"> Emergency citrus disease research and extension program</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id6b4f4a64-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/j/1"><num value="1" class="bold">(1)</num><heading class="bold"> Establishment and purpose</heading><chapeau>The Secretary shall establish a competitive research and extension grant program to combat diseases of citrus under which the Secretary awards competitive grants to eligible entities—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id6b4f4a65-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/j/1/A"><num value="A">(A)</num><content> to conduct scientific research and extension activities, technical assistance, and development activities to combat citrus diseases and pests, both domestic and invasive, which pose imminent harm to the United States citrus production and threaten the future viability of the citrus industry, including <i>huanglongbing</i> and the Asian Citrus Psyllid; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id6b4f4a66-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/j/1/B"><num value="B">(B)</num><chapeau> to provide support for the dissemination and commercialization of relevant information, techniques, and technologies discovered pursuant to research and extension activities funded through—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id6b4f4a67-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/j/1/B/i"><num value="i">(i)</num><content> the emergency citrus disease research and extension program; or</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id6b4f4a68-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/j/1/B/ii"><num value="ii">(ii)</num><content> other research and extension projects intended to solve problems caused by citrus production diseases and invasive pests.</content>
</clause>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id6b4f4a69-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/j/2"><num value="2" class="bold">(2)</num><heading class="bold"> Priority</heading><content><p style="-uslm-lc:I12" class="indent1">In awarding grants under this subsection, the Secretary shall give priority to grants that address the research and extension priorities established pursuant to subsection (g)(4) of <ref href="/us/usc/t7/s3123a">section 3123a of this title</ref>.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id6b4f4a6a-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/j/3"><num value="3" class="bold">(3)</num><heading class="bold"> Coordination</heading><chapeau>When developing the proposed research and extension agenda and budget under subsection (g)(2) of <ref href="/us/usc/t7/s3123a">section 3123a of this title</ref> for the funds made available under this subsection for a fiscal year, the citrus disease subcommittee shall—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id6b4f4a6b-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/j/3/A"><num value="A">(A)</num><content> seek input from Federal and State agencies and other entities involved in citrus disease response; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id6b4f4a6c-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/j/3/B"><num value="B">(B)</num><content> take into account other public and private citrus-related research and extension projects and the funding for such projects.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id6b4f4a6d-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/j/4"><num value="4" class="bold">(4)</num><heading class="bold"> Nonduplication</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary shall ensure that funds made available to carry out the emergency citrus disease research and extension activities under this subsection shall be in addition to and not supplant funds made available to carry out other citrus disease activities carried out by the Department of Agriculture in consultation with State agencies.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id6b4f4a6e-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/j/5"><num value="5" class="bold">(5)</num><heading class="bold"> Authorization of appropriations</heading><content><p style="-uslm-lc:I12" class="indent1">In addition to the amounts reserved under subsection (k)(1)(C), there are authorized to be appropriated to carry out this subsection, $25,000,000 for each of fiscal years 2014 through 2018.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id6b4f4a6f-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/j/6"><num value="6" class="bold">(6)</num><heading class="bold"> Definitions</heading><chapeau>In this subsection:</chapeau><subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id6b4f4a70-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/j/6/A"><num value="A" class="bold">(A)</num><heading class="bold"> Citrus</heading><content><p style="-uslm-lc:I13" class="indent2">The term “citrus” means edible fruit of the family Rutaceae, including any hybrid of such fruits and products of such hybrids that are produced for commercial purposes in the United States.</p>

</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id6b4f4a71-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/j/6/B"><num value="B" class="bold">(B)</num><heading class="bold"> Citrus producer</heading><content><p style="-uslm-lc:I13" class="indent2">The term “citrus producer” means any person that is engaged in the domestic production and commercial sale of citrus in the United States.</p>

</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id6b4f4a72-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/j/6/C"><num value="C" class="bold">(C)</num><heading class="bold"> Emergency citrus disease research and extension program</heading><content><p style="-uslm-lc:I13" class="indent2">The term “emergency citrus disease research and extension program” means the emergency citrus research and extension grant program established under this subsection.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id6b4f4a73-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/k"><num value="k" class="bold">(k)</num><heading class="bold"> Funding</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id6b4f4a74-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/k/1"><num value="1" class="bold">(1)</num><heading class="bold"> Mandatory funding</heading><subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id6b4f4a75-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/k/1/A"><num value="A" class="bold">(A)</num><heading class="bold"> Fiscal years 2008 through 2012</heading><content><p style="-uslm-lc:I13" class="indent2">Of the funds of the Commodity Credit Corporation, the Secretary shall make available to carry out this section $30,000,000 for fiscal year 2008 and $50,000,000 for each of fiscal years 2009 through 2012, from which activities under each of paragraphs (1) through (5) of subsection (b) shall be allocated not less than 10 percent.</p>

<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id6b4f4a76-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/k/1/B"><num value="B" class="bold">(B)</num><heading class="bold"> Subsequent funding</heading><content><p style="-uslm-lc:I13" class="indent2">Of the funds of the Commodity Credit Corporation, the Secretary shall make available to carry out this section $80,000,000 for fiscal year 2014 and each fiscal year thereafter.</p>

<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id6b4f4a77-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/k/1/C"><num value="C" class="bold">(C)</num><heading class="bold"> Reservation</heading><content><p style="-uslm-lc:I13" class="indent2">For each of fiscal years 2014 through 2018, the Secretary shall reserve not less than $25,000,000 of the funds made available under subparagraph (B) to carry out the program established under subsection (j).</p>

<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id6b4f4a78-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/k/1/D"><num value="D" class="bold">(D)</num><heading class="bold"> Availability of funds</heading><content><p style="-uslm-lc:I13" class="indent2">Funds reserved under subparagraph (C) shall remain available and reserved for the purpose described in such subparagraph until expended.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id6b4f4a7b-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s7632/k/4"><num value="4" class="bold">(4)</num><heading class="bold"> Transfer</heading><content><p style="-uslm-lc:I12" class="indent1">Of the funds made available to the Secretary under paragraph (1) for fiscal year 2008 and authorized for use for payment of administrative expenses under <ref href="/us/usc/t7/s3315/a/3">section 3315(a)(3) of this title</ref>, the Secretary shall transfer, upon the date of enactment of this section, $200,000 to the Office of Prevention, Pesticides, and Toxic Substances of the Environmental Protection Agency for use in conducting a meta-analysis relating to methyl bromide.</p>
