<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="ida0025164-0381-11e7-aecc-aa94543f3aa1" identifier="/us/usc/t7/s8109"><num value="8109">§ 8109.</num><heading> Rural Energy Self-Sufficiency Initiative</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="ida0025165-0381-11e7-aecc-aa94543f3aa1" identifier="/us/usc/t7/s8109/a"><num value="a" class="bold">(a)</num><heading class="bold"> Definitions</heading><chapeau>In this section:</chapeau><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="ida0025166-0381-11e7-aecc-aa94543f3aa1" identifier="/us/usc/t7/s8109/a/1"><num value="1" class="bold">(1)</num><heading class="bold"> Eligible rural community</heading><content><p style="-uslm-lc:I12" class="indent1">The term “eligible rural community” means a community located in a rural area (as defined in <ref href="/us/usc/t7/s1991/a/13/A">section 1991(a)(13)(A) of this title</ref>).</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="ida0025167-0381-11e7-aecc-aa94543f3aa1" identifier="/us/usc/t7/s8109/a/2"><num value="2" class="bold">(2)</num><heading class="bold"> Initiative</heading><content><p style="-uslm-lc:I12" class="indent1">The term “Initiative” means the Rural Energy Self-Sufficiency Initiative established under this section.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="ida0025168-0381-11e7-aecc-aa94543f3aa1" identifier="/us/usc/t7/s8109/a/3"><num value="3" class="bold">(3)</num><heading class="bold"> Integrated renewable energy system</heading><chapeau>The term “integrated renewable energy system” means a community-wide energy system that—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="ida0025169-0381-11e7-aecc-aa94543f3aa1" identifier="/us/usc/t7/s8109/a/3/A"><num value="A">(A)</num><content> reduces conventional energy use; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="ida002516a-0381-11e7-aecc-aa94543f3aa1" identifier="/us/usc/t7/s8109/a/3/B"><num value="B">(B)</num><content> increases the use of energy from renewable sources.</content>
</subparagraph>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="ida002516b-0381-11e7-aecc-aa94543f3aa1" identifier="/us/usc/t7/s8109/b"><num value="b" class="bold">(b)</num><heading class="bold"> Establishment</heading><content><p style="-uslm-lc:I11" class="indent0">The Secretary shall establish a Rural Energy Self-Sufficiency Initiative to provide financial assistance for the purpose of enabling eligible rural communities to substantially increase the energy self-sufficiency of the eligible rural communities.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="ida002516c-0381-11e7-aecc-aa94543f3aa1" identifier="/us/usc/t7/s8109/c"><num value="c" class="bold">(c)</num><heading class="bold"> Grant assistance</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="ida002516d-0381-11e7-aecc-aa94543f3aa1" identifier="/us/usc/t7/s8109/c/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">The Secretary shall make grants available under the Initiative to eligible rural communities to carry out an activity described in paragraph (2).</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="ida002516e-0381-11e7-aecc-aa94543f3aa1" identifier="/us/usc/t7/s8109/c/2"><num value="2" class="bold">(2)</num><heading class="bold"> Use of grant funds</heading><chapeau>An eligible rural community may use a grant—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="ida002516f-0381-11e7-aecc-aa94543f3aa1" identifier="/us/usc/t7/s8109/c/2/A"><num value="A">(A)</num><content> to conduct an energy assessment that assesses the total energy use of all energy users in the eligible rural community;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="ida0025170-0381-11e7-aecc-aa94543f3aa1" identifier="/us/usc/t7/s8109/c/2/B"><num value="B">(B)</num><content> to formulate and analyze ideas for reducing energy usage by the eligible rural community from conventional sources; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="ida0025171-0381-11e7-aecc-aa94543f3aa1" identifier="/us/usc/t7/s8109/c/2/C"><num value="C">(C)</num><content> to develop and install an integrated renewable energy system.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="ida0025172-0381-11e7-aecc-aa94543f3aa1" identifier="/us/usc/t7/s8109/c/3"><num value="3" class="bold">(3)</num><heading class="bold"> Grant selection</heading><subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="ida0025173-0381-11e7-aecc-aa94543f3aa1" identifier="/us/usc/t7/s8109/c/3/A"><num value="A" class="bold">(A)</num><heading class="bold"> Application</heading><content><p style="-uslm-lc:I13" class="indent2">To be considered for a grant, an eligible rural community shall submit an application to the Secretary that describes the ways in which the community would use the grant to carry out an activity described in paragraph (2).</p>

</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="ida0025174-0381-11e7-aecc-aa94543f3aa1" identifier="/us/usc/t7/s8109/c/3/B"><num value="B" class="bold">(B)</num><heading class="bold"> Preference</heading><chapeau>The Secretary shall give preference to those applications that propose to carry out an activity in coordination with—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="ida0025175-0381-11e7-aecc-aa94543f3aa1" identifier="/us/usc/t7/s8109/c/3/B/i"><num value="i">(i)</num><content> institutions of higher education or nonprofit foundations of institutions of higher education;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="ida0025176-0381-11e7-aecc-aa94543f3aa1" identifier="/us/usc/t7/s8109/c/3/B/ii"><num value="ii">(ii)</num><content> Federal, State, or local government agencies;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="ida0025177-0381-11e7-aecc-aa94543f3aa1" identifier="/us/usc/t7/s8109/c/3/B/iii"><num value="iii">(iii)</num><content> public or private power generation entities; or</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="ida0025178-0381-11e7-aecc-aa94543f3aa1" identifier="/us/usc/t7/s8109/c/3/B/iv"><num value="iv">(iv)</num><content> government entities with responsibility for water or natural resources.</content>
</clause>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="ida0025179-0381-11e7-aecc-aa94543f3aa1" identifier="/us/usc/t7/s8109/c/4"><num value="4" class="bold">(4)</num><heading class="bold"> Report</heading><content><p style="-uslm-lc:I12" class="indent1">An eligible rural community receiving a grant under the Initiative shall submit to the Secretary a report on the project of the eligible rural community.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="ida002517a-0381-11e7-aecc-aa94543f3aa1" identifier="/us/usc/t7/s8109/c/5"><num value="5" class="bold">(5)</num><heading class="bold"> Cost-sharing</heading><content><p style="-uslm-lc:I12" class="indent1">The amount of a grant under the Initiative shall not exceed 50 percent of the cost of the activities described in the application.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="ida002517b-0381-11e7-aecc-aa94543f3aa1" identifier="/us/usc/t7/s8109/d"><num value="d" class="bold">(d)</num><heading class="bold"> Authorization of appropriations</heading><content><p style="-uslm-lc:I11" class="indent0">There is authorized to be appropriated to carry out this section $5,000,000 for each of fiscal years 2009 through 2013.</p>
