<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idbfdce0eb-aaf5-11e3-a8cb-a7a72594c0f9" identifier="/us/usc/t7/s8301"><num value="8301">§ 8301.</num><heading> Findings</heading>
<chapeau style="-uslm-lc:I11" class="indent0">Congress finds that—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idbfdce0ec-aaf5-11e3-a8cb-a7a72594c0f9" identifier="/us/usc/t7/s8301/1"><num value="1">(1)</num><chapeau> the prevention, detection, control, and eradication of diseases and pests of animals are essential to protect—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idbfdce0ed-aaf5-11e3-a8cb-a7a72594c0f9" identifier="/us/usc/t7/s8301/1/A"><num value="A">(A)</num><content> animal health;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idbfdce0ee-aaf5-11e3-a8cb-a7a72594c0f9" identifier="/us/usc/t7/s8301/1/B"><num value="B">(B)</num><content> the health and welfare of the people of the United States;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idbfdce0ef-aaf5-11e3-a8cb-a7a72594c0f9" identifier="/us/usc/t7/s8301/1/C"><num value="C">(C)</num><content> the economic interests of the livestock and related industries of the United States;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idbfdce0f0-aaf5-11e3-a8cb-a7a72594c0f9" identifier="/us/usc/t7/s8301/1/D"><num value="D">(D)</num><content> the environment of the United States; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idbfdce0f1-aaf5-11e3-a8cb-a7a72594c0f9" identifier="/us/usc/t7/s8301/1/E"><num value="E">(E)</num><content> interstate commerce and foreign commerce of the United States in animals and other articles;</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idbfdce0f2-aaf5-11e3-a8cb-a7a72594c0f9" identifier="/us/usc/t7/s8301/2"><num value="2">(2)</num><content> animal diseases and pests are primarily transmitted by animals and articles regulated under this chapter;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idbfdce0f3-aaf5-11e3-a8cb-a7a72594c0f9" identifier="/us/usc/t7/s8301/3"><num value="3">(3)</num><content> the health of animals is affected by the methods by which animals and articles are transported in interstate commerce and foreign commerce;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idbfdce0f4-aaf5-11e3-a8cb-a7a72594c0f9" identifier="/us/usc/t7/s8301/4"><num value="4">(4)</num><content> the Secretary must continue to conduct research on animal diseases and pests that constitute a threat to the livestock of the United States; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idbfdce0f5-aaf5-11e3-a8cb-a7a72594c0f9" identifier="/us/usc/t7/s8301/5"><num value="5">(5)</num><subparagraph style="-uslm-lc:I12" class="indent1" id="idbfdce0f6-aaf5-11e3-a8cb-a7a72594c0f9" identifier="/us/usc/t7/s8301/5/A"><num value="A">(A)</num><content> all animals and articles regulated under this chapter are in or affect interstate commerce or foreign commerce; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I12" class="indent1" id="idbfdce0f7-aaf5-11e3-a8cb-a7a72594c0f9" identifier="/us/usc/t7/s8301/5/B"><num value="B">(B)</num><chapeau> regulation by the Secretary and cooperation by the Secretary with foreign countries, States or other jurisdictions, or persons are necessary—</chapeau><clause style="-uslm-lc:I13" class="indent2" id="idbfdce0f8-aaf5-11e3-a8cb-a7a72594c0f9" identifier="/us/usc/t7/s8301/5/B/i"><num value="i">(i)</num><content> to prevent and eliminate burdens on interstate commerce and foreign commerce;</content>
</clause>
<clause style="-uslm-lc:I13" class="indent2" id="idbfdce0f9-aaf5-11e3-a8cb-a7a72594c0f9" identifier="/us/usc/t7/s8301/5/B/ii"><num value="ii">(ii)</num><content> to regulate effectively interstate commerce and foreign commerce; and</content>
</clause>
<clause style="-uslm-lc:I13" class="indent2" id="idbfdce0fa-aaf5-11e3-a8cb-a7a72594c0f9" identifier="/us/usc/t7/s8301/5/B/iii"><num value="iii">(iii)</num><content> to protect the agriculture, environment, economy, and health and welfare of the people of the United States.</content>
