<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id53b99d46-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s8308a"><num value="8308a">§ 8308a.</num><heading> National animal health laboratory network</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id53b99d47-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s8308a/a"><num value="a" class="bold">(a)</num><heading class="bold"> Definition of eligible laboratory</heading><content><p style="-uslm-lc:I11" class="indent0">In this section, the term “eligible laboratory” means a diagnostic laboratory that meets specific criteria developed by the Secretary, in consultation with State animal health officials, State veterinary diagnostic laboratories, and veterinary diagnostic laboratories at institutions of higher education (as defined in <ref href="/us/usc/t20/s1001">section 1001 of title 20</ref>).</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id53b99d48-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s8308a/b"><num value="b" class="bold">(b)</num><heading class="bold"> In general</heading><chapeau>The Secretary, in consultation with State veterinarians, shall offer to enter into contracts, grants, cooperative agreements, or other legal instruments with eligible laboratories for any of the following purposes:</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id53b99d49-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s8308a/b/1"><num value="1">(1)</num><content> To enhance the capability of the Secretary to respond in a timely manner to emerging or existing bioterrorist threats to animal health.</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id53b99d4a-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s8308a/b/2"><num value="2">(2)</num><chapeau> To provide the capacity and capability for standardized—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id53b99d4b-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s8308a/b/2/A"><num value="A">(A)</num><content> test procedures, reference materials, and equipment;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id53b99d4c-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s8308a/b/2/B"><num value="B">(B)</num><content> laboratory biosafety and biosecurity levels;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id53b99d4d-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s8308a/b/2/C"><num value="C">(C)</num><content> quality management system requirements;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id53b99d4e-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s8308a/b/2/D"><num value="D">(D)</num><content> interconnected electronic reporting and transmission of data; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id53b99d4f-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s8308a/b/2/E"><num value="E">(E)</num><content> evaluation for emergency preparedness.</content>
</subparagraph>

<paragraph style="-uslm-lc:I12" class="indent1" id="id53b99d50-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s8308a/b/3"><num value="3">(3)</num><content> To coordinate the development, implementation, and enhancement of national veterinary diagnostic laboratory capabilities, with special emphasis on surveillance planning and vulnerability analysis, technology development and validation, training, and outreach.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id53b99d51-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s8308a/c"><num value="c" class="bold">(c)</num><heading class="bold"> Priority</heading><content><p style="-uslm-lc:I11" class="indent0">To the extent practicable and to the extent capacity and specialized expertise may be necessary, the Secretary shall give priority to existing Federal facilities, State facilities, and facilities at institutions of higher education.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id53b99d52-bf32-11e3-b5d9-a54f02b4e3bf" identifier="/us/usc/t7/s8308a/d"><num value="d" class="bold">(d)</num><heading class="bold"> Authorization of appropriations</heading><content><p style="-uslm-lc:I11" class="indent0">There are authorized to be appropriated to carry out this section $15,000,000 for each of fiscal years 2014 through 2018.</p>
