<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id6b64a74b-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s8312"><num value="8312">§ 8312.</num><heading> Administration and claims</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id6b64a74c-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s8312/a"><num value="a" class="bold">(a)</num><heading class="bold"> Administration</heading><chapeau>To carry out this chapter, the Secretary may—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id6b64a74d-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s8312/a/1"><num value="1">(1)</num><content> acquire and maintain real or personal property;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6b64a74e-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s8312/a/2"><num value="2">(2)</num><content> employ a person;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6b64a74f-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s8312/a/3"><num value="3">(3)</num><content> make a grant; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id6b64a750-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s8312/a/4"><num value="4">(4)</num><content> notwithstanding chapter 63 of title 31, enter into a contract, cooperative agreement, memorandum of understanding, or other agreement.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id6b64a751-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s8312/b"><num value="b" class="bold">(b)</num><heading class="bold"> Tort claims</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id6b64a752-ec38-11e5-ab42-dae4a1e80e35" identifier="/us/usc/t7/s8312/b/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">Except as provided in paragraph (2), the Secretary may pay a tort claim, in the manner authorized by the first paragraph of <ref href="/us/usc/t28/s2672">section 2672 of title 28</ref>, if the claim arises outside the United States in connection with an activity authorized under this chapter.</p>
